Implementations of Observance for Singapore's Islamic public holidays: HariRayaPuasa (Eid al-Fitr) and HariRayaHaji (Eid al-Adha).

Unlike the Umm al-Qura-projected dates used by the MENA module's observance.islamic.mena package, Singapore's observed dates follow official MUIS (Majlis Ugama Islam Singapura) moon-sighting gazettes and are loaded from classpath CSV lookup tables via CsvObservanceLoader, with tabular projections used only beyond the officially gazetted year range.
